Ir Dr Bruce CHONG is a Fellow and Director at Arup, leading climate, urban sustainability, and smart city services across Asia. He has established a centre of excellence for climate modelling, helping organisations make energy efficiency and resilience both quantifiable and actionable in their climate strategies. Over the past decade, Bruce has led strategic projects on carbon neutrality, climate resilience, smart cities, city informatics, sustainable infrastructure and circular economy for governments, developers and international organisations. His portfolio includes decarbonisation strategies for MTRC, URA, HSITP, Housing Society, Swire Properties, Frasers etc; a super-typhoon study for South China; climate risk assessments for leading property firms; and Hong Kong's first pilot smart city district and 3D map.
Apart from supporting the World Bank, IFC, ADB and APEC on climate adaptation, carbon neutrality and sustainable infrastructure at regional level, Bruce is deeply engaged in advancing Hong Kong's green building industry. His contributions include leading Chapter 6 on Carbon Offsetting in the revised Climate Change Framework for HKGBC, co-authoring a white paper on Building Retrofit with HKGFA, and promoting the Green Product Certification Scheme with CIC – to name a few.
Bruce is a Fellow of HKIE, CIBSE, ICE and IET, and serves on committees including HKGFA, HKGCC, FSDC, ULI, WFEO and HKIAC, driving cross-sector collaboration and industry transformation. His book Smart-Green-Resilient was published by HKU Press in 2016, and his upcoming title Tackling Climate Hazards in Coastal Urban Areas will be released by ICE Publishing during COP30 in November 2025.
