Dr CHEUNG Tin-cheung, SBS

Dr CHEUNG is the Chairman of the Hong Kong Green Building Council. Being a building surveyor by profession, he has professional qualifications in building surveying, property management and facility management. He is a Fellow of the Hong Kong Institute of Surveyors, a Registered Professional Surveyor (BS), and an Honorary Fellow of the Hong Kong Institute of Facility Management. He also holds a Bachelor of Science Degree in Estate Management from the University of Reading, UK, a Master of Science Degree in Construction Management from the University of Bath, UK, and a Doctor of Philosophy Degree in Fire Engineering from the City University of Hong Kong. 

Dr CHEUNG served in the Government for over 37 years, including for the former Building Development Department, the former Buildings and Lands Department, the former Housing, Planning and Lands Bureau, and the Buildings Department. He was appointed Assistant Director of the Buildings Department from September 2011 to March 2014, Deputy Director of Buildings from March 2014 to January 2017, and Director of Buildings from January 2017 to October 2019.  

During his tenure as Director of Buildings, Dr CHEUNG led the Buildings Department in providing services on both existing and new private buildings through enforcement of the Buildings Ordinance, with the aim of: promoting building safety; setting and enforcing safety, health and environmental standards for private buildings; and improving the quality of building development. He was also a member of the Hong Kong Housing Society, the Urban Renewal Authority, the Construction Industry Council, and the Management Board of the Construction Innovation and Technology Application Centre. 

In 2019, Dr CHEUNG was awarded the Silver Bauhinia Star in recognition of his dedicated and meritorious service to the Government, particularly in promoting building safety and a sustainable built environment in Hong Kong. He also served as an Honorary Professor in the Department of Building and Real Estate at Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.

Dr CHEUNG is currently an Adjunct Professor in the Department of Architecture and Civil Engineering at the City University of Hong Kong and the Department of Design and Architecture at the Technological and Higher Education Institute of Hong Kong. In addition, he is a member of the Executive Committee of the Construction Industry Council, the Private Columbaria Licensing Board, the Expanded Building Committee of the Buildings Department, the Project Board for New Railway Projects of the Transport and Logistics Bureau, and the Independent Railway Expert Advisory Committee for New Railway Projects of the Transport and Logistics Bureau.  He is also an honorary advisor of the Chartered Institute of Building (Hong Kong), the Hong Kong General Building Contractors Association, and the Hong Kong Registered Contractors Association, as well as a Permanent Honorary President of the Contractor’s Authorised Signatory Association.
