Sr Dr Stephen LAI Yuk-fai, JP


 
A well-respected quantity surveyor and construction cost estimator, Stephen was a Managing Director of Rider Levett Bucknall in Hong Kong and the Mainland of China. For more than 30 years, he has developed creative project delivery strategies for clients throughout Asia, the Middle East, Russia and USA. 

Stephen has made significant contributions to the profession of quantity surveying. He is currently the Chairman of the Mainland Affairs Committee of the Hong Kong Institute of Surveyors. Stephen was the past President of the Hong Kong Institute of Surveyors (2012-2013) and the Past Chairman of its Quantity Surveying Division (2008-2009). He was also the Past Chairman of the Junior Organisation of the Royal Institution of Chartered Surveyors (Hong Kong Branch) and the Hong Kong Institute of Surveyors (1994-1995).

Stephen is also an active participant in public services. He is a Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) of Xuhui District, Shanghai, and a Member of the Election Council of the 13th National People’s Congress of the HKSAR. He was also a Member of the 2011 and 2016 Election Committee for election of the Chief Executive of the HKSAR.

He is currently a Director of the Hong Kong Green Building Council Limited and a Council Member of the Hong Kong Baptist University. He was a Council Member of the Construction Industry Council (CIC) and the Chairperson of Committee on Construction Procurement; a Board Member of Zero Carbon Building; a Member of the Corruption Prevention Advisory Committee of the Independent Commission Against Corruption (ICAC); a Member of the Start-up Loan for Post-secondary Education Providers Vetting Committee; a Member of the Appeal Tribunal Panel; a Member of the Working Group on Professional Services for Economic Development Commission (EDC) and a Member of Provision of Space in the Legal Hub Committee. On 1 July 2019, Stephen was appointed as Justice of the Peace by the HKSAR.

Stephen earned his Honorary Doctor of Science in 2018 and Bachelor of Science in 1984 from the University of Aston in Birmingham, United Kingdom, and obtained his Master of Science in E-Commerce for Executives from Hong Kong Polytechnic University.
