Invitation for Expression of Interest 
Major Revision of BEAM Plus Existing Buildings

1. Introduction

The Hong Kong Green Building Council Limited (HKGBC) and BEAM Society Limited (BSL) are seeking expression of interest from consultants to conduct the major revision of the green building rating tool – BEAM Plus Existing Buildings (EB).

About HKGBC:   The Hong Kong Green Building Council (HKGBC) is a non-profit, member led organisation established in 2009 with the vision to aspire for quality and sustainability at every stage of the building life cycle and embrace these principles as a mark of excellence.  The Founding Members of HKGBC include the Construction Industry Council (CIC), Business Environment Council (BEC), the BEAM Society Limited (BSL) and the Professional Green Building Council (PGBC).  Its mission is to lead the market transformation to a sustainable built environment in Hong Kong by guiding the development of industry standards, best practices, education, and research in green building.

About BSL:   BSL, owner of Building Environmental Assessment Method, is a non-profit organisation committing to develop and implement BEAM assessment tools, assess green buildings and train BEAM Professionals.  BEAM assessment tools has certified green building developments encompassing over 140 million square feet of space and over 50,000 residential units.  On per capita basis, BEAM is one of the most widely used voluntary green building labelling schemes of its kind in the world.  The latest version of BEAM assessment tools – BEAM Plus Version 1.2 for New Buildings and Existing Buildings addresses issues for passive design.  Launching in August 2013, BEAM Plus Interiors will assess the environmental impacts made by tenants and occupants.

Notwithstanding that this invitation is jointly issued by HKGBC and BSL, HKGBC and BSL reserve the right to designate one party, i.e. either HKGBC or BSL, to issue tender invitation to shortlisted consultants.

2. Background

From December 2012 to May 2013, the HKGBC conducted a preliminary study on the major issues of BEAM Plus EB.  Based on 14 case studies of existing buildings, the study identified those credit items in BEAM Plus EB that might require modification as well as a number of opinions that stakeholders expressed concerning the scheme. These issues include too much focus on buildings’ inherent characteristics, occupiers’ areas outside applicant’s control, too much scientific analysis, disturbance to building operation during re-commissioning, coverage not up-to-date, required duration of records too long, etc.  This consultancy study is to build on the results of the preliminary study to further investigate how to enhance the scheme and to execute the necessary change and expansion to the rating tool.

3. Scope of Work

The major scope of the consultancy study is summarized below:-

a) The Consultant shall study the existing issues of BEAM Plus EB as identified by HKGBC in its preliminary study.  The Consultant shall examine and recommend how the scheme should be improved to address these issues with an aim to increase participation rate while maintaining the function of a rating tool in defining green buildings.

b) In recommending solutions, the Consultant shall make reference to the experience of other similar schemes in the world including but not limited to Taiwan (EEWH-RN), Japan (CASBEE-EB and RN), Singapore (GM-EB) and USA (LEED-EBOM).  The Consultant shall bear in mind that BEAM Plus EB should serve two kinds of potential clients: EBs with BEAM certificates and EBs without. It should be possible that stepwise improvements in EBs are rewarded in order to encourage a wide up-take in the territory. In this way, a clear progression ladder should be present to attract continual improvements. The development of an alternative assessment path similar to EEWH-RN and CASBEE-RN is expected.

c) Taking into account the outcome of the above study, the Consultant shall proceed to revise the BEAM Plus EB scheme and prepare the necessary technical manuals, assessment templates, assessment flow chart and procedures.

d) With the proposed amendments, the Consultant shall carry out pilot assessment and sensitivity analysis using a number of representative sample buildings to test the likely outcomes of assessment when applied to real cases.  The sample buildings shall include commercial buildings, hotels, educational buildings, residential buildings and other building types.

e) The Consultant shall undertake stakeholder engagement exercises to obtain feedback from the industry on the draft rating tools with a view to further fine-tuning the rating tools to a final version.

f) The Consultant shall develop training and examination materials on the new rating tool and conduct pilot training sessions for the Employer’s specified audience.

The contract is expected to be completed within about 12 months from the date of commencement.

4. Shortlisting Criteria

The applicant will have to demonstrate the following:-

a) A proper approach to the assignment and adequate understanding of requirements;
b) Experience in research in green building rating tools;
c) Experience in existing buildings in Hong Kong such as green certification, refurbishment, retrofit, carbon audit, energy audit, energy management, operation and maintenance (O&M); and
d) Appropriate qualifications and working experience of key staff:  the inclusion of BEAM Pro, building energy specialist, sustainability consultant and O&M specialist in the team will be essential.

5. Expression of Interest

If you are interested in tendering for this assignment, please submit your written expression of interest by hand to the Hong Kong Green Building Council at 1/F Jockey Club Environmental Building, 77 Tat Chee Avenue, Kowloon Tong, Hong Kong before 6 pm on 30 August 2013 (Fri).  Late submission will not be accepted.

Your expression of interest shall contain the following information on a maximum of four A4 pages (plus separate sheets for appendices):-

a) your broad approach to the assignment;
b) organisation chart showing the main consultant and any sub-consultant(s);
c) previous relevant experience of the main consultant and any sub-consultant(s) including local experience;
d) an indication of key staff together with their curriculum vitae.

Please note that no attachment, except curriculum vitae, should be included in your submission.  The expression of interest must also contain the name, title, telephone number, e-mail and correspondence addresses of a contact person to which subsequent enquiries should be addressed.

Submission shall be in the form of two (2) sets of hard copies and a pdf file containing the whole set of the documents on a compact disc (CD).  Both the hard copies and the CD shall be placed inside a sealed envelope. The envelope should be marked “EOI for BEAM Plus EB Major Revision for the attention of GLC Secretariat (Eddy Lau) (Confidential)”.

Following the Expression of Interest, participants will be shortlisted by either HKGBC or BSL for submission of detailed technical and fee proposals.
