Invitation for Expression of Interest to Tender for Provision of Consultancy Services for the Development of Green Building Labelling Systems in Hong Kong

The Hong Kong Green Building Council (HKGBC) is seeking for Expression of Interest from consultants to define a strategic roadmap for the development of Green Building Labelling Systems in Hong Kong through stakeholders engagement.

In 2009, four industry leaders united to establish the HKGBC – the Construction Industry Council (CIC), Business Environment Council (BEC), BEAM Society (BEAM) and Professional Green Building Council (PGBC). HKGBC is the leading body driving the promotion and creation of sustainable buildings and standards throughout the Hong Kong SAR, engaging community, industry and government to create a more sustainable environment. HKGBC is an independent and member-based entity, incorporated as a non-profit company limited by guarantee.
BEAM Plus
The BEAM Plus (version 1.1 2010), recognized by the HKGBC, helps owners to make use of one assessment methodology with all good practices in planning, design, construction, management, operation and maintenance of buildings, and is aligned with relevant local and international standards to demonstrate the overall qualities of a building, including new buildings and those under retrofit or in use.
Study Brief
The study primarily aims at devising short term and long term roadmaps and strategies for the development of green building labelling systems in Hong Kong, including prioritisation of initiatives identified. In addition to making reference to relevant overseas green building labelling systems, the study is intended to be carried out through stakeholders engagement which may include, but is not limited to, research in form of questionnaires, interviews, focus groups, forums and analysis
leading to conclusions and recommendations.
Prequalification Criteria
To be considered for these potential opportunities you will have to demonstrate your strength in the following areas:-
1. Team Competencies. The involvement of BEAM Professionals (BEAM Pro) in the proposed team will be an advantage.
2. Experience in Research and Stakeholder Engagement Exercise.
3. Experience in Green Building Labelling Systems and related issues (Local / Overseas).

Following the Expression of Interest, participants will be shortlisted for invitation of submission of detailed proposals. The services for the exercise are expected to be completed within 3 months from August 2010.
