From Kyoto Protocol to the long established EU’s Emission Trading System and to the latest Australian carbon scheme, carbon cap-and-trade has been taken seriously around the globe as a key tool in combating climate change. Alongside the growing regulatory control at international and national levels, the way forward, as many argued, is to harness the power of the marketplace at the same time. Said to be the first urban cap-and-trade programme covering office buildings in its emission reduction targets, the Tokyo Cap-and-Trade Programme was a mandatory programme launched by the Tokyo Metropolitan Government (TMG) in 2010. By bringing the Tokyo’s experience to Hong Kong plus the sharing of a local legal expert on what is happening in China in terms of carbon finance, HKGBC organizes this seminar with an aim to explore the potential of this market instrument as a green building initiative in Hong Kong.
